Terms of service

Version 2 — effective Oct 13, 2026 (archived, superseded by Version 3 on Oct 14, 2026)

The short version

  • We give you information. We never enroll you, switch your plan or act for you with a provider.
  • Savings are estimates from your past usage, not guarantees.
  • Electricity providers pay us nothing. The savings check is free; members pay for the plan it finds.
  • Memberships renew yearly until you turn renewal off in Settings, with a 30-day refund on every payment.
  • Texas law applies. No arbitration: you keep every right to go to court or complain to the PUCT.

Who we are

These terms are an agreement between you and Bivalogic LLC, which operates KiloHound (“we”, “us”). Write to support@kilohound.com.

Before you use our advice, read our broker disclosures: who we are, our registration with the Public Utility Commission of Texas, what we do, how we’re paid, how to end the service and how to complain (16 TAC §25.486(f)).

Agreeing to these terms

By running the free check, creating an account, joining the launch list or buying a membership, you agree to these terms and to our privacy policy. You must be 18 or older, and use KiloHound only for a home whose electricity account you hold or are allowed to manage.

What the service is

KiloHound provides information: comparisons of retail electricity plans based on data you supply and publicly posted Electricity Facts Labels. We’re not a retail electric provider: we don’t sell electricity, and we never enroll you in or switch a plan; you enroll directly with the provider.

We never switch your plan automatically and never act on your behalf with a provider. Electricity providers pay us nothing: no commissions, no paid placement and no referral fees.

Savings are estimates, not guarantees

Every savings figure and recommendation is an estimate. It comes from your past 12 months of usage, the Electricity Facts Labels we read and the prices providers publish. Your actual bills depend on your future usage, your provider’s billing, taxes and utility charges, and providers change their plans and labels. Our reading of a label can be wrong, and we compare only the plans we could read and verify, so a plan you could buy may be missing.

Before you enroll, check the price on the provider’s current Electricity Facts Label, its Terms of Service and its Your Rights as a Customer.

Enrolling is between you and the provider

When you choose a plan, you enroll directly with the provider, on its own site and under its terms. We are not a party to that contract.

For a switch from one provider to another, Texas rules give you three federal business days after you receive the new provider’s Terms of Service to cancel the switch without penalty; the provider’s terms say how. That rule doesn’t cover every enrollment (a move-in, for example). Ask the provider about yours.

What’s free

The savings check and contract-end reminders are free. When your plan is already the best, or close, the check says so, free. The free check shows how much you’d save, with your costs and the best plan’s cost on your usage; it doesn’t name, describe or link to the recommended plan. KiloHound is paid only by members.

Membership

Your plan + a year of Watch costs $39 a year, plus tax. It includes the recommended plan (its name, type and provider) and switch link, the full ranked list and the math, and 12 months of daily re-checks. Sales tax is added at checkout where it applies.

Memberships are for Texas homes in the competitive electricity market: checkout asks for your home first. Payments are processed by Stripe.

Automatic renewal and cancelling

Your membership renews automatically every 12 months at the regular price for your tier ($29 for founding members, $39 otherwise), plus tax, charged to the payment method you used, until you turn renewal off. A promotion code lowers your first payment only: we accept only codes that apply once, and every renewal is charged at the regular price for your tier.

Turn renewal off any time in Settings (Manage billing). You keep access until the end of the year you paid for, and you won’t be charged again. Deleting your account also stops renewal. We charge no fee to cancel.

Refunds

Ask within 30 days of any payment, including a renewal, and we refund that payment in full, with its tax, no questions asked. A refund ends that membership’s paid access. After 30 days, turning renewal off keeps your access through the year you paid for; we don’t give partial refunds unless the law requires it.

The founding price

Founding members pay $29 a year, plus tax, for as long as that membership keeps renewing without a break. If it ends (you turn renewal off and the paid year runs out, a renewal payment fails and isn’t fixed, or you take a refund), the founding price ends with it; joining again later costs the price at that time.

There are 500 founding places at a time. A place freed by a refund can go to someone else.

Invite codes

Before and around launch we give some people invite codes. A code may give free full access for 12 months from the day you redeem it. It isn’t billed, doesn’t renew and has no cash value. We may stop accepting a code, or end invite access, at any time; if we end yours early we’ll tell you by email.

The launch list

If you join the launch list, we email you once when KiloHound opens, and nothing else. Unsubscribe with the link in that email or by writing to us.

Referrals

Referral rewards, when offered, will be described on the referral page with their own terms.

Using KiloHound fairly

Please don’t:

  • upload usage or plan data for a home you aren’t allowed to manage, or give us false information;
  • scrape, copy or resell the service or its results, or access it by automated means except through the pages and features we provide;
  • probe, overload or break into the service, or get around its limits or security;
  • use it for anything unlawful.

Your account, and ending it

You’re responsible for the accuracy of what you upload and for keeping your sign-in to yourself. You can delete your account at any time in Settings. A few records Texas broker rules require (your data authorizations, the disclosures we gave you, payments and refunds, and complaints) are kept apart for 2 years (16 TAC §25.486(l)). Stripe, our payment processor, keeps its own payment records as the law requires.

We may suspend or close an account that breaks these terms, telling you why where we can. If we close a paid membership when you haven’t broken these terms, we refund the unused part of your paid year.

If KiloHound changes hands

We may transfer these terms and your membership to a company related to us or to a successor, for example if KiloHound moves from Bivalogic LLC to a new company of its own, or in a merger or sale. If that happens, we’ll tell members by email. Your membership, its price and these terms carry over unchanged, and you can still turn renewal off or ask for a refund in the usual way.

You may not transfer your account or membership to someone else.

If we get it wrong

If we find an error in how we read a facts label or calculated a comparison, we correct it and tell the members whose results it changed. If you spot one, write to support@kilohound.com.

Limits on our liability

To the extent the law allows: KiloHound is provided as is; we don’t promise that a plan will cost what we estimate or that the service will always be available or free of errors; we aren’t liable for indirect or consequential losses, including cancellation fees and the difference between estimated and actual bills; and our total liability for any claim relating to KiloHound is limited to the greater of what you paid us in the 12 months before the claim or $100.

Nothing in these terms limits liability that the law doesn’t allow us to limit, or your rights under the Texas Deceptive Trade Practices Act.

Complaints

To complain about KiloHound, or ask about any part of the service or a charge, write to support@kilohound.com with “Complaint” in the subject. Please include:

  • your name and the email address on your account (or the one you used for the check);
  • your ZIP code, and your service address if the complaint is about a particular home;
  • what happened, with dates;
  • what you’d like us to do about it;
  • anything that shows the problem: a screenshot, an email from us, the plan’s facts label or a bill.

What we do with a complaint

A person reads every complaint. We look into it promptly and tell you what we found and what we’ll do.

Within 21 days of receiving your complaint, we also tell you how the Public Utility Commission of Texas’s informal complaint process works and how to reach the Commission, as 16 TAC §25.486(k)(1) requires, so you can take it further if you aren’t satisfied.

If the Commission forwards a complaint about us, we investigate it and report the results to the Commission in writing within 21 days, as §25.486(k)(3)(D) requires. We keep a record of each complaint (your name and address, and its date, nature and outcome) for two years after it’s closed (§25.486(k)(3)(F)).

Complaining never costs you anything, and nothing in our terms limits your right to complain to the Commission. We never require arbitration or mediation.

Complaining to the Public Utility Commission of Texas

You can make an informal or formal complaint to the Public Utility Commission of Texas at any time, whether or not you’ve complained to us first. Its contacts:

Public Utility Commission of Texas, Customer Protection Division, P.O. Box 13326, Austin, Texas 78711-3326. Phone (512) 936-7120, or toll-free in Texas 1-888-782-8477. Fax (512) 936-7003. Email consumer@puc.texas.gov (the rule also lists customer@puc.texas.gov). Online: https://www.puc.texas.gov/consumer-help/complaints/complaint/ (www.puc.texas.gov). Relay Texas (TTY): 1-800-735-2989.

An informal complaint should include, where they apply: your name, billing and service address, phone number and email; our name (KiloHound, operated by Bivalogic LLC) and registration number; the name of any electricity provider involved; your electricity account number or ESI ID; what happened; what you want done; and anything that supports it. If the informal process doesn’t settle it, you can file a formal complaint with the Commission within two years of the day it closes the informal one.

Texas law and disputes

Texas law governs these terms. If something goes wrong, write to us first (see “Complaints”) and we’ll try to put it right. You may bring a claim in any court that has jurisdiction. These terms don’t require arbitration or mediation and don’t waive class actions, and nothing in them limits your right to complain to the Public Utility Commission of Texas.

Changes to these terms

When we change these terms, we post the new version here with its version number and the day it takes effect, and keep the earlier versions below. For a material change, we email everyone with an account at least 30 days before it takes effect. Using KiloHound after that day means you accept the new version; if you don’t, you can stop using KiloHound and delete your account.

Version 2 took effect on Oct 13, 2026, during the beta, before any membership was sold.

Version 1 (effective Oct 4, 2026, replaced Oct 13, 2026)
